The legislation defines the conditions under which milk and milk products intended for human consumption can be imported into the EU. Milk and milk products must come only from third countries that appear on the list of authorized countries. Establishments, where milk and milk products are produced, must be approved for export. The TRACES system is used on imports and the consignment must be accompanied by a certificate. This system ensures product traceability and prevents the introduction of diseases. An important role is delegated to the designated border control posts (BCPs) where the appropriate customs and veterinary inspections are performed by government institutions of the country. The European Union has adopted legislation to ensure the safety of food placed on the market in EU member countries. This legislation sets general hygienic requirements for food production based on the good manufacturing practice and the HACCP system. The criteria for microorganisms, chemicals, and applicable food additives are set. Also, the legislation contains requirements for product labeling. Part of the legislation concerns the common organization of the market in milk and milk products. These regulations contain rules for direct payments, subsidies, define the school milk system, etc. Specific legislation creates rules for organic bio food production, for production and labeling of products with the Protected Geographical Indication, Protected Designation of Origin, and Traditional Specialty Guaranteed. There is also legislation that defines the labeling of products intended for specific populations, e.g. gluten-free foods, lactose-free foods, etc. Areas not regulated by the legislation include the labeling of products with certification marks designed to highlight the suitability of food for religious purposes or quality certification. Although fraud is economically motivated, it can also have major public health consequences, for example, when unapproved substances or unlabeled food allergens are introduced into the food supply. Various forms of seafood fraud are known to occur, including species substitution, illegal transshipment, mislabeling country of origin and/or production method, overtreatment, undercounting, and short-weighting. These forms of fraud are conducted globally and have serious consequences for consumers, the seafood industry, international trade, and protected species. Species-specific features, such as size, color, and texture, can be used for differentiation, but this often requires individuals with expert training. In processed seafood products, many of the identifying features are missing and it can be nearly impossible to properly identify a specific seafood product. Important advances have been made to the analytical methods available for detection of fraud, especially with regards to species substitution. These advances have enhanced the capability of regulatory agencies in the monitoring and detection of seafood fraud. Major seafood scandals and market surveys have highlighted the need for increased scrutiny and enforcement of regulations surrounding seafood fraud. Hoci je podvod ekonomicky motivovaný, môže mať aj veľké dôsledky pre verejné zdravie, napríklad keď sa do ponuky potravín dostanú nepovolené látky alebo neoznačené potravinové alergény. Je známe, že dochádza k rôznym formám podvodov s morskými rybami, vrátane nahrádzania druhov, nezákonnej prekládky, nesprávneho označovania krajiny pôvodu a/alebo spôsobu výroby, nadmerného zaobchádzania, podhodnocovania a krátkej váhy. Tieto formy podvodov sa uskutočňujú celosvetovo a majú vážne dôsledky pre spotrebiteľov, priemysel, medzinárodný obchod a chránené druhy. Druhovo špecifické vlastnosti, ako je veľkosť, farba a textúra, sa môžu použiť na rozlíšenie, ale to si často vyžaduje odborníkov s odborným školením. V spracovaných produktoch z morských rýb mnohé identifikačné znaky chýbajú a môže byť takmer nemožné správne identifikovať konkrétny produkt z morských rýb. Významný pokrok sa dosiahol v dostupných analytických metódach na odhaľovanie podvodov, najmä pokiaľ ide o substitúciu druhov. Tieto pokroky zvýšili schopnosť regulačných agentúr pri monitorovaní a odhaľovaní podvodov s morskými rybami. Škandály s morskými rybami a prieskumy trhu poukázali na potrebu zvýšenej kontroly a presadzovania predpisov týkajúcich sa podvodov. It is a legal branch of a relatively hybrid nature. It contains agricultural legislation that intersects with environmental law. It also affects administrative, financial, and criminal law as a branch of public law. Nor can commercial and civil law as the basis of private law be circumvented here. The legal norm has undergone a relatively interesting development, which is characterized by several amendments. During the more than 25 years of validity of this legal norm, a total of more than twenty amendments. This certainly does not contribute to the stability of the legislation, the legal certainty of the entities concerned, or its clarity and system. The article provides an overview of the development of the legal regulation of the Food Act in Slovakia from 1995 to 2021.
