AnnotationAccording to the OECD, innovation is thriving in a skilled workforce, in an environment that is adaptable to technological and structural changes, in an entrepreneurial environment conducive to investing in knowledge-based capital, in an environment of strong and efficient knowledge creation and diffusion, with policy support (pro-innovation, entrepreneurship), which is mostly the sphere of public sector activity. In our contribution, we are discussing innovation as a public good and the need for public support of innovation. We summarize the views of economic theory on the need to support innovation (based on theories of market failures, institutional failures and system failures). We evaluate strategies for supporting innovation activities of enterprises from state and regions and their instruments. In analytical part we present the results of the survey on innovating activities of Slovak enterprises and on conditions for their implementation. Finally, we will try to suggest possible

AnnotationThe ability to acquire, create and effectively utilize knowledge that lead to the creation of innovation appears to be an increasingly important source of competitiveness. A connection has been shown between creativity and innovation. Here we use CIS data for the creative industries in the Czech Republic to show that the collaboration of creative enterprises leads to a more efficient use of knowledge than if enterprises do not collaborate. We present empirical evidence that knowledge spillovers have a positive effect on innovation in creative industries. We show that the positive effect of knowledge spillovers on innovation is greater for enterprises employing both in-house and external individuals with creative skills than for those employing either in-house or external ones. Using fuzzy set qualitative comparative analysis, we find that the above mentioned effects are mostly third-part effects, requiring both knowledge acquisition and collaboration on innovative activities.
