Human resources and professional education are structured with a legal and financial framework, which are somewhat difficult to change. They also exist within a cultural environment that can be even more difficult to change. Nevertheless, both the Czech and Slovak Republics have made important reforms in the post-communist period. Current differences in the area of human resources in the two nations are an outgrowth of the different structures of mental health care services.
