The second dimension is the hypothesis that the public interest at the time of the COVID-19 pandemic is not strong enough to suppress the rule of law. This hypothesis confrontsthe legal practice of the Slovak administrative authorities with the government during the COVID-19 pandemic.The requirement of the rule of law is part ofthe study , especially in the search for answers to questions of the legitimacy of decisions madethat directly interfered with human rights. In addition to conclusions based on the constitutional principles of the Slovak Republic, several decisions of the Slovak and Czech judicial authorities are the basis of the subject under review In addition to confirming the requirements of the rule of law, the study also draws attention to several critical moments of Slovak practice during a pandemic. In particular, there is the issue of proportionality and the implementation of the proportionality test.
