    		$a The presented article examines the theoretical and practical approaches to the problematics of cyber security. At first, theoretical part deals with the assumptions of society evolution that have led to the postindustrial society in digital era. The aim of this part is to achieve the complex theoretical definition of the cyber power and cyber security. State is presented as the key security actor since it has full spectrum of different internal and external cyber security instruments. However, it still needs to learn how to control these instruments to be able to deal with cyber security challenges effectively. As the practical demonstration of abovementioned, the presented article examines the Brazilian cyber security, as well as it provides analysis of the approaches adopted and implemented in this area at national level in the 21th century. However, despite the efforts to put in place the first legislative which would anchor cyber issues, the institutional architecture remains highly fragmented. A good example of structural cohesion appears to be, thought, the “cybernetic agency” CDCiber within the Armed Forces, whose main task is to coordinate and harmonize various cyber initiatives and put them under the common umbrella. However, even this does not come without certain political dilemmas and struggles at home. Within the Brazilian conditions, an effective system of checks and balances must be developed so as to prevent internal abuses of the cybersecurity apparatus. The first and second chapter of the text offer brief theoretical definitions of how terms like cyber security, cyberspace and cyber power have been defined. The third part is the continuation of the earlier theoretical definitions directly engaged in the approach to Brazil´s cyber security policies where areas such as policy framework, institutional building and current trends are being analyzed. The conclusion examines effects of the practical measures implemented and at the same time allows the authors briefly outline some of the implications of this approach and short term prognosis on future developments
